I appreciate the time that you and Mr. O'Connell spent briefing Bishop McManus
and me on the continuing progress being made to establish the Mother of Life
Center in Providence. In our Pastoral Plan for Pro-Life Activities: A
Reaffirmation, the Bishops of the United States speak of many of the services
you mentioned, particularly the pastoral care programs. I am also very pleased
that you have included prayer as an important aspect of the program since, as
the Scriptures teach us, there are some evils that can only be overcome by
prayer and fasting. It is for this reason that in keeping with the Code of Canon
Law, I have given permission for the center to include a prayer chapel with
a tabernacle.
I pray that the Mother Of Life Center will be an important asset in building the
Culture of Life in our society. Although this is a private initiative, I hope that
as your planning progresses you will seek the advice and assistance of our
diocesan Respect Life program, since they are in regular communication with the Pro-Life
Secretariat of the United States Conference of Catholic Bishops. It is my sincere wish
that your programs particularly collaborate with our Project Rachel efforts,
which have proven so successful in the Baltimore, Washington and Arlington areas.
